GOVERNMENT HOUSE,
HONG KONG,
2nd October, 1931.
Sir,
I have the honour to acknowledge the receipt
of Lord Passfield's confidential despatch of the 18th
-
of August, 1931, on the subject of the reorganisation proposals of Dr. Wellington.
2.
As a first step towards the consideration of those proposals I decided towards the end of last year that a small "ad hoc" Committee under the chairmanship of Mr. C.G. Alabaster, Attorney General, should be appointed to advise the Government on any steps which they may consider necessary on the recommendations
contained in the Report in question.
3.
This Committee has submitted two interim
reports with recommendations for legislation in the matter of Birth and Death Registration, and of Food
and Drugs.
There are also in draft two bills
intended to separate Sanitation from Building
Construction in place of their combination in the
present Public Health and Buildings Ordinance No.1 of
1903.
THE RIGHT HONOURABLE
J. H. THOMAS, M.P.,
